论我国区域发展中的立法协调机制及其构建 |

| 摘 要： 区域发展规划的顺利实施及成绩的取得离不开法制的保障。区域立法应该作为调整区域性法律关系或公共事务所需法律的主要来源。依托于地方立法，实施区域内地方立法机关的合作立法应是最优的区域立法模式选择。协调是区域立法实施过程中的必然要求，区域立法的主体、内容、程序和完善等都需要相应的协调。对此，有必要建立相应的区域立法协调机制来实现协调的目的，比如，可通过省(市)际立法协议的签订进行概括性协调，通过立法论证机制对区域立法的内容进行协调等。 |

On legislation coordination mechanisms and it’s building in

| Abstract: It requires legal assurance so that the regional development plans can be carried out smoothly and effective. Regional legislation should be the main law to adjust regional legal relationships or public affairs. It is the most optimalizing choice of regional legislative pattern which relies on local legislation and conducts legislative cooperation. Coordination is necessary for regional legislation, and the bodies, contents, procedures and the perfection needs coordination. It’s necessary to build coordination mechanisms to China’s regional legislation, such as that regional legislation can be coordinated synoptically by signing of inter-province or inter-cities agreements, or the contents of regional legislation can be coordinated by legislative argument mechanism. |
