政法委与纠纷解决资源的整合 |

| 摘 要： 因社会纠纷复杂多发，而现行纠纷解决机制“单兵作战”效果欠佳，整合既有的纠纷解决资源已成为中国社会转型期内的当务之急。主要依照政治逻辑进行运作的政法委依托于体制优势，基于其职能定位和运作方式，成为执政者在社会治理过程中达致“整合资源、维护稳定”这一执政目标的现实选择，而由其组织实施的“会商研判”“联合办案”则成为实现该制度预期的一种有效方式。 |

The Committee of Political and Legislative affairs and integration of resources of dispute resolution |

| Abstract: Due to the complexity of multiple social disputes and the inefficacy resulted from lacking in cooperation among the existing dispute resolution mechanism, integrating existing resources of dispute resolution has become a priority in the period of social transformation. As a realistic choice to achieve the goal of “integrating resources of dispute resolution and maintaining social stability” of the ruling authorities in its process of social governance, the Committee of Political and Legislative Affairs (CPLA) develops and operates in accordance with the political logic, which relies on the institutional advantages and is based on its functions and mode of operation. “The Consulting analysis and judgments” and “the joint settlement of disputes” being organized and implemented by the CPLA are the effective ways to attain the above ruling goals. |
