内地与香港：残疾人社会支持比较 |

| 摘 要： 与香港比较，内地残疾人社会支持理念相对落后；力量相对单薄；方式相对单一；内容相对贫乏。应学习和吸收香港残疾人社会支持的先进经验，在社会支持理念方面，实现由人道主义向公民权利的转变；社会支持方式方面，实现由政府提供向政府购买的转变；社会支持主体方面，实现由家庭、政府为主向非政府组织为主的转变；社会支持内容方向，实现由救助主导型向发展主导型的转变。 |

Inland and Hong Kong: the Comparison of Social Support for the Handicapped |

| Abstract: The comparison of the social support on disability groups between Hong Kong and Inland shows that social support system for the handicapped is comparatively vulnerable because of comparatively backward notions, weak social supporting forces, lack of diversity and narrowness of contents in the Mainland. We can study and absorb the advanced experience of social support for the handicapped in order to achieve the idea transformation of social support from humanitarian to civil rights; the way transformation of social support from which provided by the government to the purchased by the government; the source transformation of social support from family, government to non- governmental organizations; the content transformation of social support from relief-led to development-led, so as to promote the development of the cause for handicapped in the Mainland in an all-round way. |
