合法性、合法性基础与执政合法性基础——对中国共产党执政合法性的三维度考量 |

| 摘 要： 中国共产党“关于加强党的执政能力建设的决定”，其实质就是要维护和增强执政党的合法性。合法性是指一个政治系统得到社会的普遍认同、信仰和忠诚，反映社会对政治系统认可状况和程度的政治关系。合法性基础包括物质经济因素和精神心理因素两方面，物质经济因素是更强调为基础的因素，经济功绩与价值体系以及制度程序共同支撑着合法性的存在。中国共产党的政治合法性基础主要包括：绩效、意识形态、社会公正、政治民主、党群关系。中国共产党经历了以意识形态为主、以经济绩效为主、构建社会主义和谐社会为主三个的合法性基础的时期。进行合法性基础的重塑和增强，是当前中国共产党对新形势的挑战与诉求的回应。 |

| Abstract: The essence of the CPC’S decision of strengthening the Party’s govering capacity-building is to maintain and enhance the legitimacy of the governing. Legitimacy, which referrs to the political system, a general recognition by society, faith and loyalty,which reflects the political relations of the political system recognized status and extent. The foundation of legitimacy including material and psychological factors, emphasized Material factor, which is more basic than others. Economic merits and value system and the system of procedures support the existence of legitimacy. The foundation of legitimacy of CPC includs achievements, ideology, social justice, political democracy, and the relationship of CPC and the people. The foundation of the legitimacy of CPC has experienced mainly three stages: ideology, economic achievements, and the building a socialist harmonious society . CPC’s has been responded historicaly and inevitably to the new situation challenge by remoldsing and enhancing the foundation of legitimacy. |
