政府制度选择的伦理探索 |

| 摘 要： 政府制度是调节人类相互关系的一系列约束条件，政府制度的主要功能或核心内容就是给社会的各个经济主体提供合理追求自身利益最大化的激励机制和约束机制。政府制度选择必然是利益冲突条件下的公共选择，是在一定的伦理原则支配下进行的伦理行为。政府制度选择必须遵守以公正为核心道德范畴的伦理准则：遵守生产力最大发展的原则、最广大的人民性原则、总量发展与动态平衡的原则、社会发展与结构稳定的和谐性原则、物质与精神同步发展的原则。 |

| Abstract: Government system is designed as a series of restrain terms to regulate human interrelations. The main function or key contents of government system is to provide proper incentive mechanism and tied mechanism, for an economic entity to pursue one′s own maximum interest. The choice of government system should be a kind of public choice under the circumstances of interest conflict, and should be carrying on the control of certain ethic principles. Government system ethics should be abide by ethics principles which regard justice as its key category, including the principle of maximizing the development of productivity, the principle for the most extensive people, the principle of whole development and dynamic equilibrium, the harmonious principle of social development and structure steady, and the principle of synchronized development of material and spirit. |
