| 摘 要： 现代农业是具有技术密集、资本密集、完善的市场环境、政策制度环境等要求的新兴产业;中国现代农业发展滞后,主要在于适应现代农业的管理制度体系、市场环境缺失等宏观因素。因此,解决三农问题发展现代农业的关键是,完善现代农业的治理和服务结构、建立完善的市场环境、技术培训体系、农业保障和农产品补贴体系,把农业纳入现代产业体系。 |

The income gap between urban & rural and its solutions |

| Abstract: The income gap between the urban and rural is becoming a tough question in the process of economic mechanism reform and the further development of socialism market economy. The main reasons of the income gap can be explained as follows: the separation governance between the urban and rural, the discriminative arrangement of economic policy, the imperfect of modern agricultural system, etc. Therefore, in order to change the unfair situation and diminish the shortcoming, it is necessary to set up a modern agricultural system which is fit for the market economy, to set up a competitive surrounding which is advantages to the agriculture interest and to correct the valuation and adulation system, in a word, to put the agriculture sector to the modern industry system. Adopting all kinds of policies, including social decision mechanism, can solve the tough question of agriculture sector. Only in that way can we lead the peasants to a rich road. |
