新时代党建引领乡村治理的实践逻辑及优化进路 |

| 摘 要： 党的十八大以来，坚持和加强党的全面领导带来了强有力的政治势能，为乡村各领域的治理指明了方向。内因和外因的共同作用使党建引领乡村治理具有了必要性和必然性，也为其实践逻辑的生成提供了契机和遵循。在乡村民主治理领域，党建引领的实践逻辑表现为组织村民议事以达成协商民主的目的；在乡村经济治理领域，党建引领的实践逻辑表现为发挥“统合”功能以推动共同富裕；在乡村社会治理领域，党建引领的实践逻辑表现为进行“赋能”“赋责”以塑造新公共性。尽管实践逻辑提供了应然方向和具体路径，但党建引领乡村治理的实践依然存在一些不平衡性、不充分性。应充分发挥农民的主体作用，提升党建引领乡村民主治理的制度化水平；以农民的利益为判断标准，为党建引领乡村经济治理提供外部保障；汇集农民的集体力量，加强党建引领乡村社会治理的工作实效。在此基础上，新时代的党建引领乡村治理还需与时俱进，进一步拓展路径，具体表现为通过改革资源输入方式来强化党建引领乡村民主治理的成效，以新质生产力作为党建引领乡村经济治理的重要方向，并将数字技术融入党建引领乡村社会治理的过程。 |

The practical logic and optimization path of party-building leading rural governance in the new era |

| Abstract: Since the 18th National Congress of the Communist Party of China, upholding and strengthening the Party’s overall leadership has brought about powerful “political potential energy”, which has also pointed the direction for governance in all fields of rural areas. The joint effect of internal and external factors has brought about the necessity and inevitability of Party-building leading rural governance, while also providing opportunities and guiding principles for its practical implementation. In the field of rural democratic governance, the practical logic of Party-building leadership is manifested in organizing villagers' deliberations to achieve the purpose of consultative democracy. In the field of rural economic governance, the practical logic of Party-building leadership is reflected in its “integrative” function to achieve the goal of common prosperity. In the field of rural social governance, the practical logic is manifested in “empowering” and “assigning responsibilities” to shape new publicness. Although the practical logic provides a normative direction and specific paths, the practice of Party-building leading rural governance still has some imbalances and insufficiencies. The rural grassroots Party organizations should give full play to the principal role of farmers, promote the institutionalization level of Party-building leading rural democratic governance, provide external guarantees for party-building leading rural economic governance with farmers’ interests as the criterion for judgment, gather the collective strength of farmers, and strengthen the practical effectiveness of Party-building leading rural social governance. On this basis, Party-building leading rural governance in the new era also needs to keep pace with the times and further expand its paths, which is specifically manifested in strengthening the effectiveness of Party-building leading rural democratic governance by reforming the way of resource input, taking new quality productive forces as an important direction for Party-building leading rural economic governance, and integrating digital technology into the process of Party-building leading rural social governance. |
