社会治理中公共协商的伦理诉求与有效性保障 |

| 摘 要： 社会治理呈现出多中心、网络化的权力结构，强调社会成员的责任共担、协同合作、利益共享，这就需要社会成员充分沟通、达成共识。因此，在社会治理中建立畅通的公共协商机制成为凝聚治理力量、分担治理责任、提升治理效能的关键环节。在社会治理中，公共协商是达成道德共识的平台，是产生集体行动的纽带，是化解公共矛盾的渠道，是群体沟通的桥梁。公共协商以公共理性为基础，以公共美德为追求，以公共责任为支撑。要保证社会治理公共协商的有效性，就必须创造自由平等的协商空间，满足公共利益的要求，实现多层面协商方式的创新。 |

The ethical appeal and effectiveness guarantee of public deliberation in social governance |

| Abstract: The governance of the society exhibits a polycentric and networked power structure, emphasizing shared responsibilities, collaborative cooperation, and mutual benefit distribution among members. This calls for full communication and consensus-building within the community. Therefore, establishing unimpeded public deliberation mechanisms becomes crucial for consolidating governance capacity, distributing governance responsibilities, and enhancing governance effectiveness. In social governance, public deliberation serves as a platform for achieving moral consensus, a bond for generating collective action, a channel for resolving public conflicts, and a bridge for fostering mutual understanding among groups. Public deliberation is grounded in public rationality, guided by public virtue, and supported by public responsibility. To ensure the effectiveness of public deliberation in social governance, it is essential to create a free and equal space for deliberation, fulfill the requirements of public interests and innovate multi-level approaches to deliberation. |
