稀土产业升级的新动能:基于新质生产力视角的研究

摘  要: 新质生产力作为产业发展的强劲引擎,对推进传统产业优化升级具有重要战略意义。基于全球贸易分析模型,构建稀土产业升级全球动态可计算一般均衡模型,模拟新质生产力发展对我国稀土产业升级的影响。研究发现:第一,我国稀土产业面临激烈的国际竞争,产业链各环节实现产业升级难度较大;第二,新质生产力的发展能够增强我国稀土产业链各环节在全球市场中的竞争优势,促进产业升级;第三,新质生产力的发展对我国稀土产业链下游环节实现产业升级的影响最显著,下游环节应成为重点关注的对象。我国应通过建立健全稀土产业政策体系、加快发展新质生产力以及全力发展关键核心技术等方式,推进稀土产业链各环节,尤其是下游环节实现产业升级。

New drives for upgrading the rare earth industry: Based on the new quality productivity forces perspective

Abstract: New quality productive forces serve as a powerful engine for industrial development, holding important strategic significance for the comprehensive optimization and upgrading of traditional industries. Based on the global trade analysis project, this study constructs a global dynamic computable general equilibrium model for the rare earth industry upgrade, to simulate the impact of different new quality productive forces development on the upgrade of China’s rare earth industry. The findings are as follows. First, China’s rare earth industry faces intense international competition, making it challenging to achieve upgrades across various stages of the industry chain. Second, the development of new quality productive forces can enhance the competitive advantage of China’s rare earth industry stages in the global market, thereby promoting industry upgrades. Third, the development of new quality productive forces has the most significant impact on the downstream stage of the rare earth industry chain, which should be a focal point of attention. China should advance various procedures of the rare earth industry chain, particularly the downstream stage via establishing and improving a comprehensive policy system for the rare earth industry, accelerating the development of new quality productive forces, and striving to break through key core technologies.
