高位必然推动?数据管理机构的行政级别对政府公共数据开放水平的影响效应研究 |

| 摘 要: 随着数据要素成为数字经济深化发展的核心引擎,中国省级政府陆续成立数据管理机构以推动本地区数字经济、数字社会与数据治理的有序发展。高层级机构具有更强的合法性权威和资源调配优势,是经典科层制理论的基本假设,高行政级别的数据管理机构在推进政府公共数据开放中的高位推动效应仍有待检验。基于2017—2023年31个省级行政区的面板数据,探究其数据管理机构行政级别对公共数据开放水平的影响效应以及政府创新偏好在其中的调节作用。研究发现,高位推动效应显著,而政府创新偏好在其中产生反向变动的调节效应。然而,高位推动效应存在地理位置和权力中心距离的作用边界:东部地区数据管理机构的高位推动作用显著,而在中西部地区则不明显;远权力中心的数据管理机构的高位推动作用显著,而近权力中心的数据管理机构则不明显。 |

Is top-down promotion inevitable? A study on the impact effect of administrative ranks of data management agencies on the level of governments’ public data openness |

| Abstract: As data has become the core driver of the digital economy, provincial governments in China have established data management agencies to advance the smooth development of the local digital economy, digital society, and data governance. Higher-level institutions possess greater legitimate authority, and resource-coordination advantages constitute the basic assumptions of classical bureaucratic theory. Yet the top-down effect of provincial data management agencies at higher administrative levels on public data openness waits to be substantiated. Based on panel data from 31 provinces spanning 2017 to 2023, this study explores the impact of different administrative ranks of data management agencies on public data openness and examines the moderating role of government innovation preferences. The study finds that the top-down effect is significant, with government innovation preferences exerting a moderating effect in the opposite direction. However, the top-down effect is bounded by geographic location and distance from the political power center, with a significant role in eastern provinces rather than in central and western regions, and with a more pronounced effect for agencies located farther from the political center than for those in closer proximity. |
