地方政府水环境政策执行偏差的生成逻辑研究——基于22个案例的模糊集定性比较分析 |

| 摘 要： 破解水环境政策执行偏差，提高政策执行有效性，是地方政府亟待解决的问题。构建“结构-行动-动力”的分析框架，以2020—2022年22个环保督察水环境治理通报案例为研究对象，采用模糊集定性比较分析方法，整合财政约束、政治压力、政府执行响应度、政策目标清晰度、公共舆论压力、公众参与监督、经济发展水平七个条件变量，探究地方政府水环境政策执行偏差的生成逻辑。研究归纳出四种典型模式：结构-行动缺乏型偏差、行动缺乏型偏差、结构缺乏型偏差、多维不足型偏差。研究结果表明，财政约束弱和经济发展水平高为所有路径的核心条件，政治压力高、政策目标清晰度低、公共舆论压力高等条件构成地方政府水环境政策执行偏差生成的重要因素。 |

| Abstract: To solve the bias of water environment policy implementation and improve the effectiveness of policy implementation is an urgent problem for local governments. This paper, by taking 22 cases of environmental protection inspection water environment governance notification from 2020 to 2022 as the object of research, and by adopting fuzzy set qualitative comparative analysis method, constructs the analytical framework of “structure-action-dynamics”, integrates seven conditional variables of financial constraints, political pressure, governmental implementation responsiveness, clarity of policy objectives, public opinion pressure, public participation, and level of economic development, and explores the logic of local governments’ water environment policy implementation deviation. The study summarizes four typical patterns: structure-action deficient bias, action deficient bias, structure deficient bias, and multidimension deficient bias. The results of the study show that weak financial constraints and high level of economic development are the core conditions for all the paths, and that high political pressure, low clarity of policy objectives, and high pressure of public opinion constitute important factors for the generation of the bias of local government water environment policy implementation. |
