走出数字困境：新型公共领域内对话伦理的存续与重构 |

| 摘 要： 对话伦理是当代政治哲学的重要议题之一，但以数字平台为主要形式的新型公共领域的出现，让对话伦理陷入了“难以凝聚共识”的数字困境。事实上，对话伦理的基础仍存在于数字平台内，但通过对公共议题“守卫者”隐退的分析，会发现这类有助于凝聚共识的“守卫者”在数字平台中变为以营利为目标的算法逻辑。它打着“个性化服务”的旗号割裂了传统公共交往空间，反映出商业化的数字平台所带来的话语法则的强迫。冲破话语法则桎梏、在数字平台内重建主体间交往的共识性规范，应当从数据安全制度、流量分配监管、头部平台自营业务监管三个方面规制流量垄断现象，推广政府主导的复合型智能高效数字平台，营造适合对话伦理有序发展的商谈性公共空间。 |

Out of the digital dilemma: Survival and reconstruction of dialogue ethics in the new public sphere |

| Abstract: Dialogue ethics is one of the important topics in contemporary political philosophy, but the emergence of new public domains with digital platforms as the main form, has led to a complicated digital dilemma of “consensus building” in dialogue ethics. In fact, the foundation of dialogue ethics still exists in digital platforms, but through the analysis of the retreat of public issue “guardians”, it can be found that these “guardians” who help to consolidate consensus have become profit-oriented “algorithmic logic” in digital platforms. Carrying the banner of “personalized services”, these digital platforms actually divide the traditional public communication space by reflecting the discourse law coercion. To break free from the shackles of discourse rules and to rebuild consensus norms for inter subject communication within digital platforms, we need to regulate the phenomenon of traffic monopoly from such three aspects as “data security system” “traffic distribution regulation” “self-operated business regulation of top platforms”, promote government-led composite intelligent and efficient digital platforms, and create a negotiable public space suitable for the orderly development of dialogue ethics. |
