回应吸纳参与：乡村振兴中驻村干部与村民互动的运行逻辑 |

| 摘 要： 围绕驻村干部与村民参与的差异互动类型，建构“回应-参与”关联分析框架。通过对中部三省典型村庄进行田野调查发现：“回应-参与”互动模式取决于驻村干部作为纵向行政系统代理的“反馈效应”和村民在横向村庄维度得到回应的“反弹效应”。纵向维度的“反馈效应”要求驻村干部及时、有效地回应村民的诉求，并借此形塑责任政府；横向维度的“反弹效应”与便捷性、认可性相关，并由此催生责任公民。两大效应作用下的干群互动模式可划分为积极治理型、消极被动型和无效规避型。村民基于驻村干部的回应而推动乡村振兴，并表现出“回应吸纳参与”的运行逻辑，其本质是行政对社会的吸纳，生成诱因与压力情境、组织特征相关，同时受到共享发展机制的决定性影响。 |

Response to absorb participation: The operation logic of the interaction between village cadres and villagers in rural revitalization |

| Abstract: Based on the different types of interaction between village cadres and villagers, the study aims to construct the “response-participation” correlation analysis framework. Through the field survey of typical villages in the three provinces of central China, the study finds that the interaction mode of “response-participation” depends on the “feedback effect” of the village cadres as the agent of the vertical administrative system and the “rebound effect” of the villagers’ response in the horizontal village dimension. The “feedback effect” of the longitudinal dimension requires that the village cadres respond to the villagers’ demands in a timely and effective manner, and shape the responsible government, while the “rebound effect” of the horizontal dimension is related to convenience and recognition, which leads to responsible citizens. The cadre-mass interaction mode under the two effects can be divided into positive governance type, negative passive type and ineffective avoidance type. Villagers promote rural revitalization based on the response of resident cadres, and show the operation logic of “response to absorb participation,” whose essence is the absorption of society by administration, and whose generation causes are related to the pressure situation and organizational characteristics, and are decisively influenced by the shared development mechanism. |
