大国竞争背景下伴生能源金属可持续供给研究综述 |

摘 要: 在大国竞争带来国内和国际金属资源战略发生重大调整的新形势下,科学分析伴生能源金属可持续供给问题对支撑能源转型、保障伴生能源金属供应安全具有重要意义。对大国竞争背景下伴生能源金属的可持续供给理论机制、评估方法、调控路径等进行了系统梳理,研究发现:大国竞争对伴生能源金属可持续供给的影响是在载体金属与伴生金属、供给与需求、国内与国际等多系统、多因素交互作用下的结果;经济学、地质学和产业生态学等不同领域的学者从原生供给潜力、循环利用潜力、需求变化和价格机制等不同侧面开发出了伴生能源金属可持续供给评估方法,随着大国竞争日益加剧,现有研究对伴生能源金属可持续供给趋势的分析从全球尺度向国家或区域尺度不断深入;学者们从不同产业链环节提出了包括资源增量路径、资源节约路径、资源替代路径和资源回收路径在内的伴生能源金属可持续供给调控路径;未来需深入解析大国竞争对伴生能源金属可持续供给的影响过程、路径等机制问题,融合多学科理论和方法,将大国竞争战略目标纳入伴生能源金属可持续供给调控路径的研究中,厘清“中国因素”在全球伴生能源金属可持续供给格局中的作用。 |

Review of the sustainable supply of by product energy metals under the background of great-power competition |

Abstract: In the new situation of major adjustment of domestic and international metal resource strategies brought about by the competition among great powers, scientific analysis of the sustainable supply of byproduct energy metals is of great significance in supporting energy transformation and guaranteeing the security of byproduct energy metals. After systematically analyzing the theoretical mechanisms, assessment methods, regulatory policy of sustainable supply of byproduct energy metals in the context of great-power competition, the study comes up with the following findings. The impact of competition among great powers on the sustainable supply of byproduct energy metals is the result of the interaction of multiple systems and factors, such as host metals and byproduct metals, supply and demand, domestic and international strategies. Scholars in different fields, such as economics, geology and industrial ecology, have developed assessment methods for the sustainable supply of byproduct energy metals from different aspects, such as primary supply potential, recycling potential, demand changes and price mechanism. With the increasing competition among great powers, the analysis of the sustainable supply trend of byproduct energy metals in existing studies has been deepening from the global scale to the national or regional scale. Scholars have proposed policies to regulate the sustainable supply of byproduct energy metals from different industrial chains, including resource incremental policy, resource conservation policy, resource substitution policy and resource recovery policy. In the future, it is necessary to delve into the influence mechanism of great power competition on the sustainable supply of byproduct energy metals, integrate multidisciplinary theories and methods and incorporate the strategic objectives of great power competition into the study of sustainable supply of byproduct energy metals, and clarify the role of "China Factor" in the global sustainable supply trend of byproduct energy metals. |
