独立与互动：当代中国NGO发展路径探析

| 摘 要： 国际十字路会以通过服务及支持原有的福利机构的方式，帮助它们达成目标。在财政和运作模式上，因避免在资金上的发展限制和对赞助方的依赖性，它有着很强的独立性和很高的自我运转机能；因避免涉及现金和金钱的交易和流转使十字路会拥有廉洁的本质，凸显了慈善的特质，而获得政府和社会各界对它的支持，得以持续发展。法律体制的不完善，政府与社会环境缺乏支持以及NGO自身管理运营上的问题，是中国NGO发展道路上的主要障碍。 |

Independence and interaction: the developing path of
contemporary Chinese NGO
—based on the study of Crossroads (HK) |

| Abstract: Crossroads helps charitable organizations to achieve their goals by providing unique services to support them. In the fields of finance and operation, since it avoids both the limit of fund development and the dependent relations to the sponsors, Crossroads is independent and has a very high self-operation function. For uninvolved in the cash transaction, Crossroads could be able to maintain its uncorrupted essence, which highlights its charitable character so that it wins support from both the government and other parts of the society, hence, to realize sustainable development. The imperfectness of legal system, the lack of support from the government and social environment as well as the problems in the NGO’s own operation management have created the barriers on the path of Chinese NGO’s development. |
