政党治理视域下中国共产党领导的基层社会治理 |

| 摘 要： 用“政党-国家-社会”范式来重新诠释、反思基层社会治理的中国经验，才能充分认识中国共产党领导下的基层社会治理转型与机制创新，进一步开拓中国共产党的社会服务功能。中国共产党通过党组织网络，经由嵌入式治理中的功能性嵌入、结构性嵌入和资源性嵌入、吸纳型政治中的“政党吸纳社会”和“政党吸纳行政”、政党统合治理中的使命型政党、政治社会化与社会治理共同体培育等方式，实现了政党治理引领基层社会治理和国家治理。在中国共产党的社会治理行动中，以强大的政党合法性为基础，以合法性政治动员为手段，通过吸纳机制整合社会力量，通过服务引领机制提升政党服务效能，强化了党组织在基层社会的网络渗透，实现了中国共产党对基层社会的有效引领、社会动员和社会整合，全面推进了政党治理体系与治理能力现代化，为未来社会治理提供了借鉴。 |

Grass-roots social governance under the leadership of CPC: From the perspective of Party governance |

| Abstract: Only by reinterpreting and reflecting on the Chinese experience of grassroots social governance with the "Party-state-society" paradigm, can the transformation of grass-roots social governance and mechanism innovation under the leadership of CPC be fully understood, and can CPC's social service function further develop. CPC, by establishing the network of Party organizations, and by resorting to functional embedding, structural embedding and resource embedding in "Embedded Governance", by undertaking the “Party Absorbing Administration” and “Party Absorbing Society” mechanism in Absorptive Politics, and by cultivating the modes of Missionary Party in Party Integrated Governance, Socialized Politics and Social Governance Community, has realized the leadership of Party governance in guiding social governance and national governance. In the process of social governance, CPC, with strong Party legitimacy as the basis, with political mobilization of legalization as the method, by integrating social forces through absorption mechanism, and by improving service effectiveness of the political Party through service guidance mechanism, has strengthened the network penetration of Party organizations in the grass-roots society, realized its effective leadership, social mobilization and social integration in the grass-roots society, and comprehensively promoted the modernization of political party governance system and governance capacity, hence providing references for future social governance. |
