| 摘 要： 中国共产党法制建设的百年，是中国共产党带领中国人民，在困难中艰难起步、在探索中收获成功、在挫折后恢复重建、在新时代赢得辉煌的百年。这一百年历程，大体可以分为摸索与尝试、初创与严重挫折、恢复与发展、深化与创新四个基本阶段。百年法制建设积累的宝贵的经验和教训主要有：既要坚持厉行法治，又不能排斥政治、德治、自治的作用；既要坚持党对法治的领导，又要保持党的廉洁和清醒，不断改善党的领导，不断提高领导水平和能力；既要坚持走中国特色社会主义法治道路，又要善于传承和借鉴；既要坚持以人民为中心，又要搞好统一战线；既要坚持法治服务大局，又要遵循法治建设和发展规律；既要坚持法治建设的政治方向，又要坚持法治基本价值；既要搞好顶层设计，又要尊重群众的首创精神和基层创造；既要有法可依，形成社会主义法律体系，又要提高立法质量，实现良法善治。 |

The retrospective course of CPC's 100-year rule of law construction |

| Abstract: The centennial of CPC's rule of law construction is a century in which the CPC has led the Chinese people to start hard in difficulties, to harvest success in exploration, to rebuild after setbacks and to win glory in the new era. The 100-year course can be generally divided into four stages: groping and starting, initiating but being hit, restoring and rebuilding, deepening and innovating. The valuable experiences and lessons accumulated in the construction of law in the past 100 years mainly include that we should strictly adhere to the rule of law without excluding the roles of politics, morality and self-governance, that we should uphold the CPC's leadership of the rule of law and keep the party clean and clear, constantly improving the CPC's leadership as well as its leadership level and capability, that we must stick to the socialist road of the rule of law with Chinese characteristics, and at the same time be good at inheriting and borrowing, and that we must conform to the people-centered principle, and at the same time do a good job in united front. Besides, we should insist that the rule of law serve the overall situation, and should abide by law construction and development rules, insist on the political direction of the construction of the rule of law as well as the basic values of the rule of law, and do a good job in top-level design while respecting the initiative of the masses and the creation of grass roots. Finally, we should follow laws to form a socialist legal system and improve the quality of legislation to realize good law and good governance. |
