政党整合社会：党建引领基层社区治理的中国实践 |

| 摘 要： 经由政党整合社会实现党建引领基层社区治理，能够破解社区治理困境，构建“共建共治共享”的社区治理格局。面对空间行政化、治理碎片化、党建悬浮化等社区治理困境，社区党建能够推动社区公共性建构、服务性供给与邻里空间打造；党组织网络治理能够推动社区社会网络重构、社会资本培育与治理效能提升；党建动员能够推动社区耦合式发展、协同治理与协商共治。新时代中国共产党领导下“政党整合社会”的社区实践，彰显了中国的制度优势和治理能力，具有鲜明的中国特色，为世界发展贡献了“中国经验”。 |

Social integration by political party: Chinese practice that Party building guides community governance |

| Abstract: The governance of grassroots community guided by Party building through social integration by political party can solve the dilemma of community governance and build a community governance pattern of co-construction, co-governance and co-sharing. Facing the community governance difficulties such as the administrativeization of community space, the fragmentaion of governance and the suspension of Party building, community Party buildingcan promote community publicity, service supply and neighborhood space building; Party’s network governance can promote the reconstruction of community social network, cultivation of social capital and improvement of governance efficiency；Party building mobilization can promote community coupling development, collaborative governance and co-governance through consultation. The community practice of "social integration by the political Party" under the leadership of the CPC in the new era highlights China’s institutional advantages and governance capacity, boasts of distinctive Chinese characteristics, and contributes "Chinese experience" to the development of the world. |
