中国协商治理理论与实践互动的背离及其应对

摘  要: 现有中国协商治理研究的缺陷突出表现在:意识形态泛化,在学术性与意识形态性之间未能实现平衡,排他性“独立见解”创设冲动是意识形态性释放的基本渠道。这种局面的形成根源于本土化的缺失,未能科学理性地透析与解决本质意义上中国的现象与问题。全面从严治党是本土化下考察与推进协商治理的基本语境。外在触动(特别是其核心要义)与中国式的内在机理共同借助“党的领导”这一主导因素得以支撑起中国协商治理的基础架构,显示出“全面从严治党”与“协商治理”间的必然关联。促成协商治理理论与实践的互动,要构建中国的协商治理理论,谋求协商治理实践中问题解决制度的民主化、法治化,“让全面从严治党成果惠及群众”。这需要多元协商治理主体,特别是主导协商治理主体作用的有效发挥。普通民众周围的政治“中心人物”要担负起“权威性和正确性”的代表,引导“常识性的正义衡平感觉”的形成,以“确保结构上的或形式上的主导性和谐”。推进立足“中国人行动的逻辑”的协商治理实践,构建基于协商治理实践的理论是实现理论与实践互动的基本理路,同时促成了治理普适性与本土性的结合。

Divergence from and its countermeasures of the interaction between the theory and practice of China's consultative governance

Abstract: The defects of China's existing consultative governance research are mainly manifested in that its ideology is too generalized to strike a balance between academy and ideology, and that exclusive "independent view" is the basic channel for ideological release. The formation of such phenomenon derives from the lack of localization, which indicates its failure to analyze scientifically and rationally China's phenomena and problems in the essential sense. Administering the CPC comprehensively and strictly is the basic context for investigating and promoting consultative governance under localization. External touch (especially its core Essentials) and the internal mechanism of Chinese style are supported by the basic carrying capacity of "Party leadership" to sustain the basic framework of China's consultative governance, which shows the inevitable correlation between "comprehensively and strictly administering the CPC" and "consultative governance”. To promote successfully the interaction between the theory and practice of consultative governance, we need to construct China's consultative governance theory, and to seek democratization and legalization in the system of solving problems in consultative governance so that the fruits gained from comprehensively and strictly administering the CPC can benefit the people. This needs the entity of multi-consultative governance, especially that in its leading position to play its full and effective role. Those core political personages must shoulder their representative role of being authoritative and correct, and guide the formation of just and balanced common sense so as to ensure the structural or formal leading harmony. All in all, promoting consultative governance based on the "logic of Chinese action" and constructing the theory of consultative governance based on its practice can be the primary localization path in realizing the interaction between theory and practice.
