政府部门内设机构改革的逻辑与策略——基于公共机构治理的整体框架 |

摘 要: 政府部门内设机构的改革逻辑不仅应基于自身,更应当在中国公共机构治理的整体框架中进行分析。在中国公共机构治理框架中,政府部门内设机构处于引导与控制整个机构治理体系的“核心层”位置。因此,政府部门内设机构改革便具备双重逻辑:一方面,遵循官僚制治理模式的基本规律,顺应核心层内部的横向均衡逻辑推进内设机构精干设置,顺应核心层内部纵向集分权逻辑,优化内设机构的权力配置;另一方面,在核心层外部公共机构治理的整体框架中,通过内设机构改革,推进平行专业化、垂直专业化两种公共机构治理模式的融合发展。基于上述逻辑,内设机构改革应该发挥现有组织治理优势,并针对各种治理弊端采取相应的具体改革策略。 |

Logic and strategy of reformation in internal bodies of government institutions: Based on the overall framework of agency governance |

Abstract: The logic of reformation in internal bodies of government institutions is not only existing in itself, but also in the overall framework of Chinese agency governance, in which the internal bodies lie at the core level of guiding and controlling the whole agency governance system. Therefore, the reform of internal bodies of government institutions bears double logic. On the one hand, by abiding by the basic rules of the bureaucracy model, we should promote the capable set-up of internal bodies conforming to the horizontal equilibrium logic within the core layer, and the capable power distribution of internal bodies conforming to the vertical decentralization logic within the core layer. On the other hand, in the overall framework of agency governance outside the core level, we should promote the integration of the two-agency-governance model of parallel specialization and vertical specialization by reforming the internal bodies reform. Based on the above logic, the reform of internal bodies should give full play to the advantages of existing agency governance, and take specific strategies agaist various disadvantages. |
