大数据时代公务员心态建设探讨

摘  要: 大数据可以扩大心态研究的样本,从整体上宏观把握公务员的心态特征,动态监控公务员的心态变化,保证数据的科学性。同时,大数据会转变公务员的行政思维,优化公务员的监管和考核体系,进而对其心态产生影响。也即,大数据可以让公务员拥有更科学的决策心态、更透明的监管心态、更公正的考核心态,这对培育公务员积极向上、健康乐观的心态有重要帮助。为此,应建立公务员大数据信息管理平台,用大数据预防公务员的不良心态,以大数据监管公务员的心态变化。

Probe into the construction of civil servant’s mentality in big data era

Abstract: Big data can expand the sample of psychology research, grasp the mental characteristics of civil servants at the whole macro level, dynamically monitor the changes of state of mind of civil servants, and ensure the scientific nature of the data. At the same time, big data will transform the administrative thinking of civil servants, optimize the supervision and assessment system of civil servants, and then affect their mentality. Namely, big data can promote civil servants to have a more scientific attitude of decision-making, a more transparent attitude of supervision and a more just attitude of examination, which is important to foster a positive, healthy and optimistic attitude to civil servants. Therefore, it is necessary to establish the big data information management platform for civil servants, to use big data to prevent the bad mentality of civil servants, and to supervise the changes of the mentality of civil servants through big data.
