论犯罪治理的理念革新 |

| 摘 要： 转型时期的当代中国，犯罪治理之理念革新尤为必要。作为对犯罪现象采取行动或作出反应的实践过程，犯罪治理涵盖“本体、过程与效果”等基本范畴，犯罪治理的理念革新应围绕着上述基本范畴来展开。本体是对犯罪现象本身的认识，本体范畴之理念革新表现为犯罪治理中树立正确的犯罪观。过程是展开犯罪治理实践的行动与方法，过程范畴之理念革新表现为犯罪治理中引入现代化的治理理论。效果是关于犯罪治理的绩效评估，效果范畴之理念革新表现为建立科学的犯罪治理评估机制。 |

On the idea innovation in crime governance |

| Abstract: With the transformation of China, idea innovation in criminal governance is of vital necessity. As the practice of taking actions against or reacting to the criminal phenomenon, criminal governance contains such basic categories as “noumenon, process and effect”, around which the idea optimization of crime governance should revolve. The noumenon of crime governance is to recognize the crime phenomenon itself, of which the idea optimization is to establish a correct concept on crime. The process of crime governance consists of actions and methods in practising the criminal governance, and the idea optimization of process of crime governance is to introduce the modern governance theory. The effect of crime governance is about performance evaluation of crime governance, and the idea optimization of effect of crime governance is manifested in establishing a scientific evaluation mechanism of crime governance. |
