社会治理体制改革创新中政府与
社会关系的发展路径探析

| 摘 要： 基于国内基层管理创新的典型模式分析，提出了社会治理体制改革创新中政府与社会关系的发展路径：即第一阶段从“强政府弱社会”向“小政府大社会”状态转变；第二阶段从“小政府大社会”向“强政府强社会”的转变；第三阶段从“强政府强社会”向“好政府好社会”转变，经过这三个阶段发展，可以达到政府和社会的理想状态，为社会治理体制改革创新奠定基础。 |

| Abstract: The Third Plenary Session of the 18th CPC Central Committee points out: we should innovate the social governance system to promote harmony and vitality of society. Firstly the paper puts forward the point of view that the relationship between government and society is the basic kernel of strengthening and innovating governance system. Secondly, in order to study the relationship between government power and social power in social governance innovation, this paper makes a comparative study of the five typical modes, subdivides the innovation modes by the establishing of a coordinate system. Finally, it proposes the development path of the good relationship between government and society which at least contains the connotation of the following levels: “small government and big society” “strong government and strong society”, and “good government and good society”. |
