深圳行政执法类公务员制度的改革与思考 |

摘 要: 作为国家公务员制度创新的关键环节,行政执法类公务员制度的改革日前在深圳市试点实施。其改革的核心在于对行政执法类公务员实行独立职级序列的分级管理。其中,各项创新举措在着力革除传统人事管理弊端的同时,也在推进中产生了相应的问题,包括诸如传统“官本位”思想的阻滞、限制跨职交流的失当、制度设计的缺失以及改革附带的负面效应等等。为此,要攻克上述问题,就必须在保证利益总体平衡的原则下修正和优化现有制度;细化、完善相关配套方案;破除“官本位”意识,塑造正确的职业荣誉观;系统谋划并有效消除改革的负面影响,从而最终推进公务员分类管理格局的成功建构。 |

Reflection on reform of civil servants of administrative law enforcement in Shenzhen |

Abstract: As a critical content of national civil servants system, Servants of Administrative Law Enforcement is a pilot project in Shenzhen city, at the core of which is to implement independent rank and classification management. Series of innovative initiatives effectively get rid of the drawbacks of traditional personnel management, while in corresponding problems also arise at the same time practice, such as official standard thought’s block, unfair restricting cross-class exchange, defects of the institutional design, negative effect of reform. For these reasons, we ought to adjust and optimize the system in principle of the overall balance of interests; refine and perfect certain supporting schemes; break official standard consciousness and establish the right occupation honor concept; improve system thinking to eliminate the negative effect of reform, so as to successfully construct pattern of classification management. |
