| 摘 要： 社会管理创新依赖于政府管理和社会自治的高度融合，传统的国家治理观念急需更新。通过对国家理性与公共理性哲学的考量，认为符合公共理性的国家理性才植根于正义，提出以符合公共理性的国家理性来促进民主社会的实现，基于审慎思辨的审议民主推动公共理性的成长；而公共空间的建构，是国家理性走向公共理性的前提。 |

Platform between State rationality and social governance: on the construction of public sphere |

| Abstract: Innovation in social management depends on a high degree integration of innovation in government management and social autonomy. Thus concepts of traditional governance needs to be refreshed. Through the deep consideration of the national philosophy of rationality, authors believe that a state rationality which is conformed to public rationality is rooted in justice; which can be promoted by deliberative democracy and accessed through the construction of public sphere. |
