美国公立大学的廉政建设和教育行政监督 |

| 摘 要： 教育行政监督从根本上讲是一种制度监督, 健全完备的监督体系是保障教育事业健康发展、防止教育腐败的有效途径。美国公立大学有着相对完善的从制度、教育、监督到惩处的廉政建设运行机制和覆盖财务、审计、债务、科研、招生和行政效能等领域的监督体系。通过对董事会、评议会、问责制等行政权力内部制衡制度和社会中介组织等外部监督机构在美国公立大学廉政建设过程中的作用与地位研究, 借鉴国外教育行政监督的先进经验, 对于加强我国高校廉政制度建设，提高高等教育的行政管理效率，建立教育腐败预警机制和惩防体系，具有十分重要的现实意义。 |

| Abstract: Education administrative supervision is essentially a system of monitoring, a sound and complete monitoring system is to ensure full effectiveness of educational administration supervision of the foundation. American colleges and universities have a relatively effective system including from the education system and supervision mechanism to punish and clean government and coverage of financial, audit, debt, research, recruitment and administrative areas such as performance monitoring system. By Research on Board of Trustees, Academic Senate, accountability checks and balances within the executive power and social intermediary organizations and other external oversight bodies in U.S. public universities and clean government in the role and status of research, we can draw on advanced foreign experience in education administration and supervision, strengthening our Independent colleges and Universities system construction, improve the administrative efficiency of higher education, detection and prevention of corruption in education, so as to promote the healthy development of higher education, which is of very important practical significance and inspiration. |
