| 摘 要： 民初湖南省宪自治代表了中国政治发展的总趋势，是近代联邦建国的最早试验，是民初一次真正意义上的宪政启蒙，也是超大型国家社会民主的最初尝试。它促进了公民意识的初步觉醒，推动了公民社会的萌生。尽管在实际运作中它并未取得理想的成就，但确是中国历史上宪政在一省范围内公民实际生活中的第一次真正运作，为湖南公民社会提供了一次实践宪政民主的历史契机。 |

The constitutional values of constitutional autonomy of
Hunan Province in the early Republic of China |

| Abstract: Constitutional Autonomy of Hunan province in the early Republic of China was the general trend of China’s political development, which was the earliest trial to find the modern federalism, a real sense of the early Republican constitutional enlightenment, and the first democratic attempt of a large country. It promoted the initial awakening of civic consciousness, and the initiation of civil society. Although it did not achieve the success in the actual operation, it was the first real constitutional operation in real citizens’ life of one of China’s provinces. It provided a historical moment for a civil society in Hunan to practise constitutionalism and democracy. |
