英国国际角色定位的新调整 |

| 摘 要： 2010年11月2日英国与法国在伦敦签订了有效期为50年的防务合作协议，这一协议具有重大现实意义。自布朗政府上台之后，英国政府就已经开始对布莱尔时期英国国际角色定位的偏差进行反思和调整。在此基础上，卡梅伦政府结合对国际格局变化的新认识，继续对英国的国际角色进行调整：更加融入欧洲，致力于形成有效的欧洲防务和安全政策,并支持建立一个强大的欧洲独立防务。卡梅伦政府的新调整是英国理性、灵活、务实外交传统的反映，而真正成为欧盟的领袖之一并在国际上扮演一个更为果断和独立的角色则是其目标。《英法防务合作协议》的签订，可被视为在上述道路上迈出的重要一步。 |

Adjustment, cooperation and integration: on the UK-France Defense Co-operation Agreement and the change of Britain’s international role |

| Abstract: On November 2, 2010, Britain and France signed a defense cooperation agreement for 50 years in London, which has its own great significance. Since the Brown Government came into power, the British government had already begun to readjust the international role defined by the Blair Government. Based on it and the new cognition to the changing international structure, David Cameron continued to do so after he assumed the reins of government, by making Britain more integrated into the EU, promoting an efficient EU’s Common Defence and Security Policy, and supporting of establishing a powerful EU the independent defence, which reflects the British foreign policy tradition of reason, flexibility and pragmatism. The Cameron Government’s goal is that Britain, as a real leader of the EU, should play a more resolute, persistent and independent role in European and international affairs, which is signified by is the UK-France Defence Co-operation Agreement. |
