| 摘 要： 非政府组织参与服务型政府建设具有客观必要性和现实可能性。随着服务型政府建设的推进，我国非政府组织参与呈现出地位由补充助手到合作伙伴、范围由社会边缘到政治中心、面临的机遇和挑战由潜藏到凸显的发展趋势，非政府组织的公共服务、政策倡导和监督调解等角色扮演也更加多元，这些都对非政府组织的自身参与能力建设提出了新的要求，即：树立合作伙伴的参与理念，积极培育公共理性；加强自身建设，提升参与实力；完善合作机制，拓宽参与范围。 |

On Nongovernmental Organizations’ Participation Capacity in the
Process of Building a Service-oriented Government |

| Abstract: It is of objective necessity and realistic possibility for nongovernmental organizations to participate in the process of building a service-oriented government. This paper explores the trend of nongovernmental participation, and states that nongovernmental organizations should improve their participation capability facing the new challenges. The suggestions are made as follows: constructing the concept of participation; fostering public spirit; strengthening self- building; perfecting cooperative mechanism, etc. |
