多中心治理视野下社会中介组织与政府的关系解读 |

| 摘 要： 政府、市场和社会三维框架下的多中心治理模式是社会中介组织兴起和发展的理论基础，其核心观点“以社会制约权力”是社会中介组织蓬勃发展的动力。社会中介组织与政府的关系，多元主义民主理论主张对抗性竞争，合作主义主张协商合作，协商竞争应是社会中介组织与政府的理性关系。社会公益供给为社会中介组织与政府共同发展提供了契合点，政府权威型和社会中介组织志愿型两种供给模式相结合，不但可以最大限度地实现社会各阶层的利益，而且能够化解各种社会矛盾，促进社会的和谐发展。 |

The relationship between civic organization and government in the perspective of polycentric governance |

| Abstract: The Polycentric Governance’ pattern under government, market and social three dimensional frame is that the foundation of the civic organization emerges with the development, of which the core viewpoint: “restricts the authority by the society” is the power of civic organization developments vigorously. About the relation between civic organization and government, the core idea of concept of Pluralism is confronting competition, while the core of Corporatism lies in cooperation through negotiation. These two concepts may shed light on how to deal with the relation of civic organization and government. In other words, we should take competition and negotiation as the principle instruction for dealing with the relation between civic organization and government. Under this rational principle instruction, social public welfare supplies provide conjunction spot for the communal development of civic organization and government. And the two kinds of supplies patterns: the authorities’ and the wish’ unify, that can not only realize the benefits of various social strata, but also melt various social contradiction so as to promote promote the society harmonious development. |
